Start a real estate company in Qatar cover with the company licence, the QR20,000 MoJ brokerage licence and the Qatari manager requirement

Table of Contents

A real estate company in Qatar needs a commercial registration and a trade licence for its activity. If the company brokers property, it also needs a real estate brokerage licence, which currently costs QR20,000 and requires a Qatari responsible manager. From 1 January 2027 the licence is issued and supervised by the General Authority for Real Estate Sector Regulation instead of the Ministry of Justice.

Real Estate Company in Qatar: The Essentials

  • Base licence: commercial registration plus a trade licence for the activity.
  • Brokerage: a separate licence costing QR20,000, moving to the real estate Authority on 1 January 2027.
  • Manager: the brokerage licence requires a Qatari responsible manager.
  • Timeline: about nine working days for the brokerage licence.
  • Ownership: up to 100% foreign ownership if the activity is on the Positive List.

Why Start a Real Estate Company in Qatar Now?

Qatar had a population of 3,370,611 in March 2026, and the National Tourism Sector Strategy targets 6 million visitors a year by 2030 after more than 5 million in 2024. Housing, lettings, short stays and property management follow that demand, and non-Qataris can own or use property in designated areas under Law No. 16 of 2018, which adds cross-border buyers to the market.

  • Population demand. 3.37 million residents in March 2026 means a steady rental and sales market, and a steady need for brokerage and management.
  • Tourism demand. More than 5 million visitors in 2024, a 6 million target by 2030, and tourism at 8% of GDP support short lets, serviced units and property management.
  • Cross-border buyers. Non-Qataris can own or use property in designated areas under Law No. 16 of 2018, and those buyers usually work through a licensed broker.
  • Regulation tightens. From 1 January 2027 the Authority licenses brokers, which raises the cost of operating without a licence and makes a licensed position more valuable.

The licence is a commercial barrier as much as a legal one. QR20,000 and a Qatari responsible manager raise the cost of entry, so price the licence as a market entry cost, not only as a compliance line.

What Is a Real Estate Company in Qatar?

A real estate company in Qatar works in property development, brokerage, or both. Brokerage covers promotion, auctions, managing property for others and valuation, and it needs the separate brokerage licence. Development sits under the commercial registration and trade licence.

The activity code decides what the company may practise. Managing property for another owner, promoting it or valuing it counts as brokerage under the amended law, so those services need the brokerage licence rather than a management activity alone.

Who Regulates Real Estate Brokerage in Qatar?

The Ministry of Justice issues the brokerage licence until 31 December 2026. From 1 January 2027, Law No. 13 of 2026 moves licensing, renewal and supervision to the General Authority for Real Estate Sector Regulation, and the brokers’ affairs unit sits inside the Authority rather than the Ministry.

Property development does not need the brokerage licence, but it still needs the correct MOCI activity and the premises the activity requires. Managing property for another owner does need the brokerage licence under the amended definition.

What Does the Real Estate Brokerage Licence Require?

The brokerage licence requires a Qatari responsible manager with full legal capacity, a suitable office in Qatar, and a clean record: no bankruptcy under a final court judgment, no revoked licence against the manager, and no work at the Authority or a government real estate or urban planning unit in the last three years.

The manager’s employment certificate must cover the previous three years from the application date. The requirement list names the responsible manager, not the shareholders, so the ownership question is answered by the activity and the Positive List rather than by the brokerage licence.

What Does a Brokerage Deal Require?

Every brokerage deal needs a property status certificate from the real estate registration department at the Ministry of Justice. The certificate shows the status of the property, including restrictions and dispositions, and the broker must disclose it to the other party before the contract is signed.

What Documents Does the Brokerage Licence Need?

The brokerage application needs the company file plus the manager’s personal documents. Existing companies submit the commercial registration, trade licence and establishment registration certificate, while a company that is not yet established submits the trade name reservation.

  • Commercial registration, for an existing company.
  • Trade name reservation, for a company not yet established.
  • Commercial licence.
  • Establishment registration certificate.
  • Good conduct certificate addressed to the Real Estate Brokerage Department.
  • Qatari ID card of the responsible manager.
  • Employment certificate of the responsible manager.

How Much Does the Brokerage Licence Cost and How Long Does It Take?

Can a Foreigner Own a Real Estate Company in Qatar?

A foreign investor can own up to 100% of a real estate company in Qatar when the activity is on the Positive List under Law No. 1 of 2019. Banks, insurance, commercial agencies and any sector excluded by a Council of Ministers decision are outside that rule.

Brokerage is a separate test. The licence needs a Qatari responsible manager, so a foreign-owned company still has to appoint one and provide the employment and conduct documents the department asks for.

How Do You Set Up a Real Estate Company in Qatar?

A real estate company in Qatar is set up in the same order as any mainland company, with the brokerage licence added when the company will broker property. The activity comes first, because it decides the licence, the ownership and the office.

  1. Choose the real estate activity and confirm it on the Positive List.
  2. Choose the legal form and the ownership split.
  3. File the commercial registration and the trade licence.
  4. Secure the office the activity requires.
  5. Apply for the brokerage licence if the company will broker property.
  6. Open the establishment card, bank account and staff visas.

Real Estate Development, Management or Brokerage?

The three real estate activities need different licences and different teams. A developer needs the development activity, capital and project approvals; a property manager needs the management activity and client contracts; a broker needs the Ministry of Justice licence and a Qatari responsible manager.
