Food registration in Qatar runs through Wathiq, the MoPH system for food establishments and products. Meem prepares the CR alignment, documents, label checks, and portal submissions so your factory, restaurant, or import file moves through review with fewer delays.
Share your food activity, company status, and product list. Meem will confirm the Wathiq route and the documents you need.
MoPH Food Registration
Food registration in Qatar runs through Wathiq, the Ministry of Public Health (MoPH) system for food establishments and food products. The system records the company, its responsible person, and each product it wants to import, export, manufacture, or sell.
Wathiq registration is not a trade license. The Commercial Registration and trade license allow the business to operate. Wathiq registers the food business and its products with MoPH.
The page covers the full route: the establishment file first, the product file second, and the compliance work that follows approval. Start with the company formation in Qatar steps if the business is not registered yet.
The Registration Route
Any food business that imports, exports, manufactures, stores, or sells food in Qatar needs a Wathiq account before it registers products. The account holder is the Qatar-registered food business.
A company that brings food into Qatar or ships it out registers the establishment and each product before the first shipment.
Restaurants, cafes, caterers, cloud kitchens, factories, warehouses, and retail food sellers register the site and the products they handle.
A manufacturer outside Qatar normally works through a Qatar-based importer or distributor that holds the Wathiq account.
A restaurant also needs the trade license and municipality approvals covered in the restaurant license cost guide.
Company registration in Wathiq comes first. MoPH treats the establishment registration as a prerequisite for product registration.
The establishment file identifies the legal entity, the food activity, the responsible person, the site, and the safety controls. MoPH reviews the file before the company can add products.
Start with a valid Commercial Registration that includes a food trade activity. A CR with an unrelated activity will not support the Wathiq file. The commercial license and the MOCI business activity approval sit before this step.
The CR activity must match the food operation. A restaurant, factory, importer, and warehouse do not use the same activity set.
Wathiq records the person who manages MoPH communication, recalls, and food safety follow-up. The responsibility letter must support that role.
The establishment file records the location, activities, working hours, storage, and production details that match the site.
The standard establishment file needs six documents. Restaurants and factories add site-specific safety documents.
Sharek lists the establishment service as free, with an estimated delivery time of 2 days and 30 minutes. The estimate assumes a complete file. Missing documents extend the review.
Each product needs its own registration record. The record must match the product label, the customs record, and the establishment file.
The MoPH Wathiq Users Guidebook sets the fields the reviewer expects. The list is longer than a product photo upload.
The HS code must match Al Nadeeb, Qatar's customs system. A mismatch between the Wathiq record and the customs record creates a clearance problem later.
MoPH reviews the label as the primary evidence. The Arabic and English label must show the product name, ingredients, allergens, nutrition facts, shelf life, and storage conditions. The label must also show the country of origin and the manufacturer or importer.
The reviewer checks that the label, the product photos, the ingredient photo, and the certificates tell the same story. One inconsistent field can suspend the file.
Halal rule: meat and animal-origin products from non-Islamic countries need a halal certificate from an approved body. For other products, the halal field is marked not applicable.
MoPH does not charge a fee for the establishment registration or the product registration. Sharek publishes both services as free.
| Stage | Official fee | Sharek estimate | What can extend it |
|---|---|---|---|
| Establishment registration | Free | 2 days and 30 minutes | Missing responsibility letter, CR activity mismatch, incomplete safety documents |
| Product registration | Free | 1 day, 1 hour and 35 minutes | Label mismatch, poor photos, missing certificates, HS code mismatch |
Sharek publishes these as estimated service delivery times. The times are not guarantees. A complete file usually moves faster than an incomplete one.
Most suspensions come from a mismatch between the CR, the establishment file, the label, and the product record. MoPH reviews all four.
Wathiq registration is a food safety record, not a customs clearance. Al Nadeeb still inspects and clears each shipment.
The HS code and product record must match the shipment. A registered product can still be held if the label, certificate, or shipment documents do not match the registration.
Register the product before the first shipment. Then check that the commercial invoice, packing list, certificate of origin, and label match the Wathiq record. The Qatar customs and Al Nadeeb guide covers the shipment side.
After MoPH approves a product, the company can download the product registration certificate. The registration does not remove inspection, testing, or control at entry points.
Use this checklist as a final gate. Any unticked box is a reason to pause before MoPH review.
Meem reviews the company file, the activity code, the label, and the product list before anything is submitted. The review finds the mismatches that trigger suspensions.
Meem then prepares the establishment file, the responsibility letter, the product records, the photo set, and the certificate pack. Meem submits the file and responds to MoPH clarification requests.
The service covers restaurants, cloud kitchens, food factories, importers, and retail food businesses. Meem does not issue the registration. MoPH issues it.
Send the company activity, the establishment type, and the first product label. Meem will confirm the Wathiq route, the documents, and the fields that need correction before submission.
