MOFA attestation, also called legalization, is the step where the Ministry of Foreign Affairs confirms that the seals and signatures on a document are genuine. The Department of Consular Affairs at MOFA authenticates the seal of an accredited body, such as Qatar Chamber, or the seal of an accredited ministry or organization. Attestation is separate from translation. A document can be attested without being translated, and a translation can still need attestation before another country accepts it.
Quick answer: to use a document in Qatar or abroad, confirm what the receiving authority accepts, then follow the chain in order: notary or certifying body, Qatar Chamber for commercial papers, MOFA, and the destination embassy when the document goes abroad. See the official MOFA attestation service on Hukoomi.
MOFA attests personal, educational, commercial and legal documents before another authority will accept them. The cards below cover the documents clients bring most often. If a document is not listed, send it to the Meem team for review.
Birth, marriage and divorce certificates, and police clearance certificates issued by the Ministry of Interior.
Degrees, diplomas and transcripts, including certificates that first need Ministry of Education and Higher Education authentication.
Invoices, certificates of origin, contracts, MOA and AOA, and company registration papers.
Powers of attorney, court judgments and notarized documents.
MOFA lists a small set of exempted documents, so confirm the category for your paper before you pay any fee.
The chain runs in a fixed order. A document must carry live seals and signatures that end with one accredited by the Department of Consular Affairs at MOFA. If a step is skipped or taken out of order, MOFA can refuse the document.
Tell Meem the document, the issuing country and the receiving country. Meem confirms the steps in order so the paper is not refused.
A document issued in Qatar that will be used abroad is attested in Qatar first, then at the destination embassy. A document issued abroad that will be used in Qatar is attested in the issuing country, and by the Qatar mission there, before the final MOFA step in Qatar. Naming the direction first prevents the wrong order and a refused document.
| Issued in | Used in | Typical chain |
|---|---|---|
| Qatar | Abroad | Certifying body, then MOFA in Qatar, then the destination embassy. |
| Abroad | Qatar | Issuing-country attestation, then the Qatar mission, then MOFA in Qatar. |
For documents issued outside Qatar, MOFA runs a Complete Attestation Outside Qatar service. MOFA sends the documents to the Qatar mission in the relevant country, or to the Ministry of Foreign Affairs of the host country when they are not yet authenticated, and then attests them for use in Qatar. The service covers all documents issued outside the country. For a university degree, the awarding university must be on the accredited list of the Ministry of Education and Higher Education, and a bachelor degree from outside Qatar must be submitted with a transcript.
Commercial documents usually pass through Qatar Chamber before the MOFA step. Qatar Chamber authenticates the seals and signatures on invoices, certificates of origin and similar papers, and MOFA then authenticates the Qatar Chamber seal. Qatar Chamber also authenticates the seals and signatures of some translation offices, which matters when a translated commercial document needs attestation.
Qatar is not a party to the Hague Apostille Convention, so an apostille issued in another country is generally not accepted for documents used in Qatar. Documents for Qatar follow the consular legalization route instead, ending with the Qatar mission or MOFA. Where the destination country is a party to the convention, Meem confirms whether an apostille applies to your document before work starts.
You can start online or in person. For the online route, open the Attestation service on the MOFA E-Services portal, log in with the National Authentication System (NAS, Tawtheeq), submit the request and pay the fee, then schedule pickup. MOFA reviews a request within one working day, and Qatar Post collects and delivers the documents. For the in-person route, submit the document to the Legalization Section at the Department of Consular Affairs building in Doha, which MOFA lists as open Sunday to Thursday from 7:30 a.m. to 1 p.m. Complete and valid transactions can be legalized at the counter within a few minutes. Open the MOFA attestation service.
MOFA lists the online attestation fee as variable, because it depends on the document and the service type. For Complete Attestation Outside Qatar, MOFA lists a QR150 attestation completion fee, the equivalent of QR120 for the Qatar mission in the host country, and the fees of the Ministry of Foreign Affairs in the host country. The number of steps also changes the timeline. A notary step, a Qatar Chamber step, an embassy step and Qatar Post delivery each add time. Meem confirms the applicable fees and a realistic sequence for your document, and does not quote a figure until the route is clear.
MOFA refuses a document when the file is incomplete or the chain is out of order. If the seals or the content on an attested document are later proven invalid, MOFA states that its authentication is void and the case can be referred to the security authorities.
Ask the receiving authority one question: what attestation do you accept for this document? The answer decides the chain. Bring that answer to Meem and the route is fixed before any fee is paid. This question prevents the most common and most expensive mistake, which is paying for the wrong stamps in the wrong order.
You can start remotely. Send clear scans, the country that issued the document and the country that will receive it. Meem confirms the chain, handles the local steps and the Qatar mission step where the Complete Attestation Outside Qatar service applies, then returns the attested document.
