Prometric exam exemption in Qatar: status, international exam and specialist category routes

Table of Contents

The DHP qualifying examination, commonly called the Prometric exam, is required for many healthcare professionals applying for registration or licensing in Qatar. Not every applicant sits it.

You are exempt from the Qatar Prometric (DHP qualifying) exam if you are a Qatari national, the offspring of a Qatari woman, or a graduate of a public university, private university or higher education institution in Qatar. That is the status exemption in DHP Circular No. DHP/2025/24, effective 30 December 2025.

Two further routes exist: a listed international examination, and the specialist qualification category. Both are decided by your profession and your documents, not by the date you apply, so check the route before you book anything.

Who Is Exempt From the Prometric Exam in Qatar?

Circular DHP/2025/24 lists three categories across physicians, dentistry, pharmacy, nursing and allied health professions:

  • Qatari nationals.
  • Offspring of Qatari women.
  • Graduates of public universities, private universities and higher education institutions in Qatar.

The circular took effect on 30 December 2025 and replaced several earlier circulars on qualifying-exam and experience requirements. Older pages still describe exemption categories that no longer apply, which is why the date matters when you compare sources.

Can an International Exam Exempt You From the Qatar Prometric?

Yes, for the professions named in Circular DHP/2025/19, subject to two conditions: the examination must still be valid, and it must be verified through an approved verification provider. From 1 January 2026, DHP states that an alternative examination will not be accepted without a verification report.

Passing a listed exam does not produce a licence. The applicant still has to meet the qualification, experience, primary source verification, evaluation and licensing requirements for the profession.

Which Exams Exempt Each Profession?

Which Exams Exempt a General Practitioner?

A General Practitioner may be exempt from the Qatar exam when holding a valid result in one of the examinations DHP lists:

ExaminationBody
IFOM Clinical Science Exam (CSE)International Foundations of Medicine
USMLE Step 2United States Medical Licensing Examination
PLAB Part 1General Medical Council, UK
MCCQE Part 1Medical Council of Canada
AMC Multiple Choice Question examinationAustralian Medical Council
MRCGP Part 1 Applied Knowledge Test (AKT)Royal College of General Practitioners
PRES-MCQ Part 2Pre-Registration Examination System, Ireland
Listed by DHP as qualifying examinations that may replace the Qatar Prometric requirement for General Practitioners.

Which Exams Exempt a General Dentist?

Dentistry has more routes than any other profession, because DHP accepts both examination passes and registration with certain boards.

RouteWhat DHP accepts
NJCE-IIPassing NJCE-II
CanadaAll required parts of the National Dental Examining Board of Canada examination
AustraliaRegistration for graduates of accredited Australian dental programmes
IrelandParts I and II of the Irish Dental Council examination, or registration for graduates of accredited Irish programmes
New ZealandAll parts of NZDREX, or registration for graduates of accredited New Zealand programmes
United KingdomAll parts of the Overseas Registration Examination (ORE) for non-UK graduates
For the ORE route, the examination evidence should not be older than five years. Review the exact certificate and registration evidence before assuming an exemption applies.

Which Exams Exempt a Pharmacist?

Pharmacists may qualify through one of the international examinations identified by DHP: NAPLEX, PEBC, OSPAP, OPRA or CAOP®. The same validity and verification rules apply, and multi-stage pathways should be reviewed certificate by certificate before the exemption is assumed.

Does NCLEX-RN Exempt Nurses From the Qatar Exam?

DHP lists NCLEX-RN, the National Council Licensure Examination, as an examination that can exempt a nurse from the Qatar qualifying examination.

The exemption does not remove the rest of the nursing file. Nursing education, professional registration, clinical experience and primary source verification still have to satisfy the licensing requirements that apply.

What About Allied Health Professionals?

For allied health, Circular DHP/2025/19 specifically lists the NBDHE, the National Board Dental Hygiene Examination. That is a dental hygiene exemption, not a general exemption for every allied health scope.

Physiotherapists, laboratory technologists, radiology professionals, dietitians and other allied health applicants should check whether a qualifying examination applies to their exact scope, and whether an exemption exists for it. A qualification accepted for one scope does not automatically exempt another.

Do Specialist Doctors Need the Prometric Exam?

Specialists follow a different framework. DHP classifies approved postgraduate specialty qualifications into categories, and the category decides whether the qualifying examination applies.

CategoryQualifying examWhat else applies
Category 1Not requiredPost-specialisation experience and the remaining licensing requirements
Category 2Not normally requiredApplicable experience and licensing requirements
Category 3Generally requiredAdditional conditions before specialist licensing
The category is set by the postgraduate qualification, not by the job title the applicant uses.

This is why a specialist should confirm the classification of the postgraduate qualification before booking an examination. Booking first and checking afterwards is the most common avoidable cost in this file.

Does Arab Board Exempt You From Prometric?

It can, depending on where the qualification was obtained. The current physician guidelines classify an Arab Board for Medical Specialties from a GCC country under Category 1, and the same board from an Arab country outside the GCC under Category 2. Category 1 and Category 2 qualifications do not require the DHP licensing qualifying examination, provided the other specialist registration requirements are met.

An Arab Board certificate is not automatic confirmation of eligibility. The specialty, the issuing body, the experience after the qualification and the rest of the profile are still assessed.

What If Your Profession Has No Prometric Exam?

Some professional scopes do not have a DHP qualifying examination at all. DHP assesses those categories on approved qualifications, or through a specialised committee where one applies.

That is different from an exemption. An exemption means an exam exists and you do not have to sit it. No-exam means the requirement was never attached to the scope.

Does an Exemption Remove DataFlow or PSV?

No. A Prometric exemption concerns the qualifying examination only. It does not exempt the applicant from primary source verification, qualification verification, experience verification, professional registration verification, DHP evaluation, certificate of good standing requirements or the final licensing requirements.

The verification rule runs in the opposite direction as well: a recognised alternative examination must be verified, and from 1 January 2026 it is not accepted without the verification report. The QuadraBay verification route and the DataFlow and good standing file sit alongside the exemption, not behind it.

What Should You Check Before Booking the Exam?

Work through the profile in this order. The answer usually appears before the payment page.

  1. Your exact DHP profession and scope, not the job title.
  2. Your primary qualification, where it was awarded, and the graduation year.
  3. Any postgraduate qualification, and its DHP category for physicians.
  4. International licensing examinations already passed, and their validity dates.
  5. Whether those examinations have already been verified by an approved provider.
  6. Your professional registration and the total clinical experience DHP will count.
  7. Your current application status, since an open file changes what can be submitted next.

For example, a GP who already holds a valid PLAB Part 1, USMLE Step 2 or IFOM CSE may have a different route from a specialist with a Category 1 or Category 2 qualification.
