Healthcare professionals applying for a DHP license in Qatar can currently complete Primary Source Verification through three approved providers:
- DataFlow
- QuadraBay
- Approved Verification Services (AVS)
All three are listed by Qatar’s Department of Healthcare Professions (DHP) as approved Primary Source Verification providers.
But being DHP-approved does not mean that all three provide the same experience.
At Meem Business Services, we have handled more than 300 DataFlow applications, 50+ QuadraBay applications and 25 AVS applications.
Based on that practical experience, along with the current published package structures, there are significant differences applicants should understand before choosing a provider.
Quick Comparison: DataFlow vs AVS vs QuadraBay
| Feature | DataFlow | QuadraBay | AVS |
|---|---|---|---|
| DHP Approved | Yes | Yes | Yes |
| Physical contact listed in Qatar by DHP | Yes | No walk-in office listed | Yes |
| Standard Nurse / Pharmacist / AHP education documents | 1 | 1 | Up to 2 |
| Existing international presence | Excellent | International | Mainly Qatar-focused |

Is DataFlow Still Mandatory in Qatar?
No. Primary Source Verification is mandatory, but DataFlow itself is not mandatory.
DHP currently recognizes DataFlow, QuadraBay and AVS for healthcare credential verification. Applicants should complete PSV before submitting their DHP registration/evaluation application.
The question is therefore no longer simply:
How do I apply for DataFlow?
A better question is:
Which Approved Verification Provider Makes the Most Sense for My DHP Application?
DataFlow: The Most Established Provider
DataFlow has been associated with Qatar healthcare credential verification for many years and has a large international verification network.
For applicants who already have DataFlow reports from Qatar, UAE, Saudi Arabia, Bahrain or another regulator, DataFlow can still be a very practical option because previously verified credentials may be transferable or reusable.
Our Experience With DataFlow
Meem Business Services has processed 350+ DataFlow applications, so we have seen the service over a long period.
DataFlow remains a strong option, especially where an applicant already has a verification history.
However, in our more recent casework, we have experienced:
- Slower customer-support responses than in previous years
- More difficulty resolving certain verification issues
- An increase in Unable to Verify (UTV) outcomes in some cases
- Longer follow-up cycles where issuing authorities do not respond promptly
This is our practical experience from cases handled by our team, not a claim that every DataFlow application will face these issues.
DataFlow itself states that its standard verification timeframe is generally around 15–25 working days, but delays may occur when issuing authorities respond late or further information is required.
When We Would Still Consider DataFlow
DataFlow may remain the logical choice when:
- You already have a substantial DataFlow report
- Your qualification was previously verified through DataFlow
- You want to transfer an existing report
- You plan to use verification across multiple countries or regulators
- Re-verifying through another provider would simply duplicate completed work
QuadraBay: Approved, But Our Practical Experience Has Been Difficult
QuadraBay is also officially approved by DHP.
However, our operational experience with QuadraBay has been significantly less positive.
No Listed Qatar Walk-In Contact Point
On DHP’s current PSV page, DataFlow has a Qatar office address and AVS has a Qatar office address, phone number and email.
For QuadraBay, DHP currently lists only:
- The online portal
- A support email address
No physical Qatar walk-in office is listed there.
For applicants dealing with a delayed or complicated verification, having a physical contact point can make a meaningful difference.
Our Experience With QuadraBay Delays
Meem Business Services has processed 50+ QuadraBay applications.
In one recent group of four cases that we monitored closely, three took at least four months to reach verification, despite much shorter advertised processing expectations.
We also experienced difficulties obtaining timely and effective customer-support responses when cases became delayed.
Because of repeated operational issues, we eventually stopped using QuadraBay as our preferred verification provider for new cases.
This is based on Meem Business Services’ own case experience and should not be interpreted as a statement that every QuadraBay case will take four months. Individual verification times depend heavily on the issuing university, employer, licensing authority and case complexity.
For us, however, consistency and the ability to resolve problems quickly are extremely important when managing healthcare licensing applications.
AVS: Currently Our Preferred Option for Many New Qatar Applications
Approved Verification Services, or AVS, is the newest of the three DHP-approved providers.
So far, our experience has been very positive.
Meem Business Services has already handled approximately 15 AVS cases, and at present we consider AVS a particularly attractive option for many new Qatar DHP applicants.
Two Education Documents Can Be a Major Advantage
One of the strongest advantages of the current AVS package structure is that several standard professional packages include:
- Up to 2 education certificates
- 1 health license
- Up to 3 experience certificates
This can be particularly useful for applicants such as:
- Nurses with Diploma + BSc Nursing
- Allied Health professionals with Diploma + Bachelor’s degree
- Applicants with a base qualification plus an additional professional qualification
With some competing standard packages, the second education credential can require an additional verification fee.
Local Qatar Presence
DHP currently lists the AVS Qatar office at:
Abdul Jaleel Business Center, Airport Street, Doha
along with a local phone number and helpdesk email.
For applicants and agencies handling complicated cases, having a local point of contact can be valuable when clarification or escalation is required.
Our Current Experience With AVS
Because AVS is relatively new to the Qatar DHP market, the number of cases we have processed is still much smaller than DataFlow.

However, based on our first 25+ applications, our experience has been encouraging:
- Good communication
- Easier access to support
- Competitive package structure
- Practical document allowances
- Local Qatar support
- Smoother case follow-up so far
For many new Qatar-only applications, AVS is currently the provider we are most comfortable recommending after reviewing the applicant’s profile.
What Is AVS’s Main Limitation?
AVS also has an important limitation.
Its current strength is primarily Qatar.
DataFlow has a much wider international footprint and is used by regulators in several countries. This can make DataFlow more valuable for a healthcare professional who expects to move between licensing authorities internationally.
AVS is currently much more Qatar-focused.
Therefore:
If your priority is Qatar:
AVS may be extremely attractive.
If you already have DataFlow or plan to use the report internationally:
DataFlow may still make more sense.
This is why we do not believe one provider should automatically be selected for every applicant.
Which Provider Do We Currently Prefer?
Based on our experience:
For a new Qatar DHP application:
AVS is currently our preferred option in many cases.
The combination of local support, competitive pricing and the ability to include two educational credentials in several packages makes it particularly attractive.
For applicants with an existing DataFlow report:
We normally review the previous DataFlow first before recommending a new verification.
Starting again with AVS simply because it is newer may waste money if most of the required credentials are already verified.
For QuadraBay:
Because of the extended delays and support difficulties we have personally encountered, we currently do not prefer QuadraBay for new cases when another suitable DHP-approved option is available.
The Biggest Mistake: Choosing a Provider Before Checking Your DHP Profile
The provider is only one part of the decision.
The bigger question is what actually needs to be verified.
Before paying, you should determine:
- Your exact DHP profession
- Which education qualification DHP needs
- Whether two qualifications need verification
- Required years of experience
- Which professional registration supports that experience
- Whether you already have reusable PSV documents
- Whether an examination certificate requires verification
- Whether your profile falls under a trainee or experienced route
A positive verification report confirms that a credential is genuine.
It does not automatically mean that DHP will accept that credential as sufficient for your requested professional title.

Frequently Asked Questions
Which is better in Qatar: DataFlow, AVS or QuadraBay?
All three are DHP-approved. Based on Meem Business Services’ current practical experience, we generally prefer AVS for many new Qatar applications, while DataFlow remains very useful for applicants with existing DataFlow verification history.
Does DataFlow include two education certificates?
Not for every standard package.
Does AVS allow two education certificates?
All AVS professional packages currently allow up to two educational credentials, which can be useful for applicants with multiple relevant qualifications.
Does QuadraBay have a physical office in Qatar?
DHP’s current contact information lists a portal and email address for QuadraBay but does not list a Qatar walk-in office. By comparison, physical Qatar locations are listed for both DataFlow and AVS.
Should I change from DataFlow to AVS if my verification is delayed?
Not automatically. If a DataFlow case is already substantially completed, changing providers could mean paying again and restarting verification. The existing case should be reviewed first.
Not Sure Which PSV Provider to Choose?
Before paying DataFlow, AVS or QuadraBay, send Meem Business Services:
- Your profession
- Qualification
- Country of qualification
- Graduation year
- Total experience
- Professional registration details
- Previous PSV report, if any
- Current DHP status
We can review your case and help you select the verification route that makes sense for your actual licensing profile.
Don’t choose a PSV provider based only on the advertised price. Choose based on your documents, previous verification history and the complete DHP licensing route.
