A Qatar block visa is the employer’s work permit quota. A block visa is not a visa in the passport and not a job offer.
The employer uses the quota to recruit a foreign worker. The employer then files a work permit through the Ministry of Labour. A work approval and visa follow through the Ministry of Interior.
Hukoomi lists QR500 for a new work permit and QR300 for the work approval. Final approval takes three days. The employee cannot apply for the block visa personally.
“Block visa” is the market name. The official MOL service is the work permit application. The Qatar work visa guide covers the employee side after the quota.

Block Visa, Work Permit and Work Visa: The Difference
A block visa, a work permit and a work visa are three different layers. The block visa is the company-level quota. The work permit is the worker-specific MOL approval. The work visa is the MOI entry permission that follows.
| Layer | Who holds it | What it does | Not the same as |
|---|---|---|---|
| Block visa / quota | Employer | Allows the company to recruit foreign workers within its quota | A visa in the passport |
| Work permit | Employer, for a named worker | Approves the role and worker under MOL rules | A job offer |
| Work visa / approval | Employer through MOI | Produces the visa number and entry permission | The QID |
| QID / RP | Employee after arrival | Residence permit and identity card | The entry visa |
The quota is the company-level allowance. The work permit names the worker. The work visa lets that worker enter. The QID is issued after arrival and the residence steps.
What a Block Visa Does Not Guarantee
A block visa does not guarantee a visa, a start date, a QID or a job. A block visa is a company-level permission to recruit within the quota. A block visa is not a promise that a named worker will be approved.
The named worker still needs the work permit, the MOI approval and the residence steps. A quota without a contract and a matching role is an unused permission.
Who Applies for a Qatar Block Visa?
The employer applies through an authorized signatory. Hukoomi says private and joint-stock companies can request a new work permit for an applicant outside their sponsorship. The application uses the establishment number, the QID and the mobile number registered to that QID.
The employee supplies the passport, contract and personal documents. The employee does not file the block visa or the work permit.
The employer handles
- CR, establishment card and quota
- Work permit application and fees
- MOI work approval and visa
- RP filing and QID follow-up
The employee supplies
- Passport and photos
- Signed contract
- Certificates for the role
- Medical and fingerprint attendance after arrival
What the Employer Files for a Block Visa
The quota is a company record, but the permit application is tied to a named worker. Hukoomi says the system sets the required attachments based on the application type. A generic pack is not enough.
- Commercial registration and establishment card.
- QID of the authorized signatory.
- Signed employment contract for the named role.
- Passport copy and personal details for the worker.
- Certificates or role documents the system requests.
The employer should confirm the worker details before the application is submitted. A correction after submission costs more time than a check before it.
The Order: Quota, Permit, Visa and QID
The file runs in order. A missing earlier step blocks the later one, even if the worker has a contract.
The CR and establishment record must be active.
The employer confirms the available quota for the role.
MOL approves the named worker and role; Hukoomi lists QR500.
MOI issues the approval and visa; Hukoomi lists QR300.
Medical, fingerprints and the residence card after arrival.
What the Work Permit and Visa Cost
The quota is not one all-in fee. Hukoomi lists separate fees for the work permit and the work approval. No quota fee is published on the pages checked.
| Stage | Who files | Listed fee |
|---|---|---|
| Work permit | Employer through MOL | QR500 new; QR120 Gulf; QR100 replacement |
| Work approval / visa | Employer through MOI | QR300 |
| Quota / block visa | Employer | No published fee on the pages checked |
| RP / QID | Employer through MOI | Separate MOI fee |
The work permit and the work visa are separate payments. Do not budget one fee for the whole onboarding.
What Blocks a Block Visa or Work Permit
Quota files rarely fail because of one missing form. Quota files fail when the company, the role and the worker do not line up.
- The establishment card is expired or the CR is not active.
- The activity does not support the role being requested.
- The quota is exhausted or does not cover the profession.
- The job title in the contract differs from the permit application.
- The passport name or profession differs across documents.
- The employer files the visa before the work approval exists.
- The employee pays an agent before the employer confirms the file.
A work permit cannot fix a quota gap. The employer has to correct the company or activity issue first.
What the Employee Should Check
The employee does not control the block visa. The employee can still check that the employer is using a real file and that the details match.
- The employer confirms the work permit application reference.
- The job title and salary match the signed contract.
- The work approval and visa number are confirmed before travel.
- The employer explains the RP and QID steps after arrival.
- No one asks for a personal payment to release a quota.
Free Zone and QFC Quotas
Mainland companies deal with the MOL work permit route. Free zone and QFC companies can have a different immigration and sponsorship process. The quota question is still an employer question, but the route depends on the jurisdiction.
Check the free zone or QFC onboarding team before assuming a mainland block visa applies. The QFC setup guide covers the company side.
After the QID: Renewal and Payroll
The QID is the residence card, not the end of the employer file. The RP is renewed annually by the employer, and Wage Protection System (WPS) registration follows the payroll setup.
The Qatar work visa guide covers the QID and WPS handoff. A block visa does not replace either step.
The employer should record the renewal date when the QID is issued. A lapsed RP creates a new problem after the quota and permit work is already done.
Need the Employer Quota Checked?
A block visa depends on the company record, the activity and the role. Check those before filing the work permit.
Meem handles company formation, work permits and PRO follow-up for companies it has onboarded. A new employer starts with company formation in Qatar.
The Block Visa Is the Start, Not the Visa
The block visa is the employer's quota. The work permit names the worker. The work approval and visa let the worker enter. The QID follows after arrival.
Confirm each stage before the next payment. A quota without a worker, a permit without a visa or a visa without the RP is an unfinished file.
