A work permit in Qatar is employer-sponsored. The employer needs a quota, an approved MOL application, an entry work visa and a QID before the employee starts. Meem manages the employer file, quota, submissions and onboarding. This service is part of company formation in Qatar.
Share the employee count, roles, current quota and establishment card status. Meem will confirm the permit route and documents.
Work Permit & Work Visa
A work permit in Qatar is an employer-sponsored authorization. The permit, the entry work visa and the QID are separate steps, and each one has its own documents.
The employer needs a work permit quota and an establishment card before the application. The employee needs a valid passport and the supporting documents. The QID is issued after arrival, medical screening and biometric registration. Meem manages the employer file, quota, submissions and onboarding.

The work permit route covers new hires, family-sponsored residents and seconded employees. The same route covers GCC citizens, permanent residents and investors.
Companies hiring foreign staff, renewing a permit, cancelling a permit, amending an occupation or applying for recruitment approval.
New hires, family-sponsored residents, GCC citizens, permanent residents, investors and seconded employees.
Six steps connect the employer file to the employee's QID.
Confirm the establishment card, the work permit quota and the job role.
Submit the signed contract and the work permit application through MOL e-services.
Apply for the visa after the permit approval, using the passport copy and supporting documents.
Complete the medical screening and fingerprinting after arrival.
Apply for the residence permit through MOI within 7 days of arrival.
Register the employee for salary payments through WPS.
The employer file must be valid before the employee file is opened.
The employee needs a clean document set before travel and a completed onboarding set after arrival.
Family-sponsored residents, including spouses, should check the family visa requirements and the special work permit service before applying.
Meem checks the document set against the role before submission. The employer does not need to guess which certificate needs attestation.
Seven permit types cover a new hire, a renewal, a cancellation and a change of role.
| Type | Use |
|---|---|
| New work permit | A new hire from outside Qatar |
| Work permit renewal | Extend an existing permit |
| Work permit cancellation | Close the permit when employment ends |
| Recruitment approval | Approval to recruit labour |
| Secondment work permit | Temporary work with another employer |
| Special work permit | Family-sponsored residents, GCC citizens, permanent residents and investors |
| Occupation amendment | Change the job title on the permit |
Three records are often treated as one. The work permit, entry visa and QID are issued at different stages, and each one can block the next.
| Record | Who issues it | What it allows |
|---|---|---|
| Work permit | Ministry of Labour | The employer to hire the employee for a specific role |
| Entry work visa | Ministry of Interior | The employee to travel to Qatar for that job |
| QID | Ministry of Interior | The employee to reside and work in Qatar |
| WPS record | Employer and bank | The salary to be paid through the approved channel |
A permit approval does not mean the visa is issued, and a visa does not mean the QID is complete. The employer should track all four records as one onboarding file.
The quota is the employer's approved capacity to recruit foreign labour. The quota sits on the establishment card. The quota is tied to the company file, the registered activity and the roles the company can sponsor.
A block visa is the quota approval a company receives before it can bring in workers for a category. The employer applies for the block visa, then uses it to support individual work permit applications. Without quota, a permit application has nowhere to sit, even when the employee and contract are ready.
Before the first submission, the employer should confirm four checks:
Meem checks the quota and the file before drafting the application. A missing approval is then found before the employee pays for medical or travel.
The permit type changes the paperwork, not the logic. Each scenario still depends on a clean employer file.
Renewal. The employer renews before the permit expires. The QID, the contract and the WPS record should still match. A renewal is not a new hire, but it is still a compliance check.
Cancellation. When employment ends, the employer files the cancellation and closes the permit. The employee's residence status then changes. The cancellation should not be left until the last day of the notice period.
Transfer. A transfer needs the current employer, the new employer and MOL to follow the transfer rules. The permit is not moved automatically, and the new employer should confirm quota before the transfer is filed. For a move between employers, see the sponsor change guide.
The old no-objection certificate is not the default route. MOL's current transfer rules decide whether the move can proceed.
WPS is the Wage Protection System. After onboarding, the employer registers the employee and pays salary through an approved WPS channel.
A work permit does not replace WPS registration. The two records must match the employee, the employer and the salary. Meem hands the employee to the WPS file after the QID is issued. The salary recorded in WPS should also match the end-of-service gratuity calculation.
There is no single processing time that fits every employer. The file moves when each dependency clears, and the slowest dependency sets the pace.
Meem sequences the file around these dependencies instead of promising a fixed number of days.
| Stage | Owner | What must be true |
|---|---|---|
| Quota or block visa | Employer and MOL | The establishment card is valid and the quota covers the role |
| Work permit application | Employer and MOL | The contract, job title and activity match |
| Entry work visa | Employer and MOI | The permit is approved and the passport is ready |
| Medical and biometrics | Employee | The employee has arrived and the appointment is complete |
| QID | Employer and MOI | The application is filed within 7 days of arrival |
| WPS | Employer and bank | The QID is issued and the payroll file is ready |
The MOL fee depends on the permit type and whether the application is new, renewed or cancelled. No single fixed amount applies to every hire.
Other costs sit outside the permit fee: medical screening, biometrics, attestation, document translation and any recruitment or travel cost. The employer should budget the whole onboarding file, not only the government fee.
The special work permit route lists no fee on Hukoomi. For the standard permit, confirm the fee in the MOL e-service before payment.
Meem confirms the current fee for the permit type before submission. Budget from the e-service figure, not from a generic blog number.
Most delays start with a file gap before the employee arrives.
A work permit moves only when the earlier record is active. The card and the quota are the two gates.
Establishment card active
The company can sponsor.
Quota covers the role
The role and activity match.
Work permit issued
The employee can travel.
QID and RP
The employee can work.
A missing card or an exhausted quota stops the chain before the permit. Fix the gate before booking the medical or biometric appointment.
Work permit work moves in three stages. Each stage closes a compliance gap before the next submission.
Meem confirms the establishment card, the work permit quota and the job role.
Meem prepares the MOL application and the entry visa documents.
Meem coordinates medical, biometrics, QID and WPS registration.
