Cloud Kitchen License in Qatar

Set Up a Cloud Kitchen in Qatar, From License to First Delivery

A cloud kitchen license in Qatar lets you sell food through delivery platforms without a dining area. The 2025 MOCI guide allows 100 percent foreign ownership and two licensed models. Meem sets up the CR, activity codes, approvals, Wathiq file, and platform onboarding.

Cloud Kitchen Licensing

What a Cloud Kitchen License Covers in Qatar

A cloud kitchen in Qatar is a commercial food facility that sells only through delivery. The 2025 MOCI guide allows 100 percent foreign ownership and two licensed models: segmented kitchen units and unified multi-brand kitchens.

The license sits inside a wider file. The file includes a CR with activity 562901 and/or 562903. The file also includes Urban Planning, Civil Defence, MoPH and Wathiq, a trade license, an establishment card and tax registration. Meem can review the route and the lease before you commit.

Which Cloud Kitchen Route Fits Your Business?

The route decides the lease, the approval file and the platform setup. Qatar licenses segmented kitchen units and unified multi-brand kitchens; kitchen-as-a-service and aggregator-hosted kitchens sit on top of those models.

Route 1

Own Kitchen

You control the site, menu and brand. The tenant carries the full fit-out, ventilation, grease trap and Civil Defence work.

Best for: a fixed menu and full control.
Route 2

Shared or Segmented Kitchen

You lease a unit inside an operating facility. The tenant still needs its own CR, trade license, MoPH approval and Wathiq file.

Best for: a faster start with lower capex.
Route 3

Aggregator-Hosted Kitchen

A delivery platform provides the kitchen and logistics. The brand still needs its own food licenses and platform file.

Best for: testing delivery before a full fit-out.

Cloud Kitchen Activity Codes in Qatar

562901: Food Processing or Catering

Use this code for a production kitchen that processes food or operates as a catering contractor. The 562901 code fits a central kitchen that serves multiple brands or external orders.

562903: Restaurant and Kitchen Management

Use this code for canteen or cafeteria operations on a concession basis, described as restaurant and kitchen management. The 562903 code fits a managed kitchen that serves a defined customer base.

Match the code to the model. A catering-style production kitchen and a multi-brand delivery kitchen may not use the same activity. A wrong code can force a CR amendment after the lease.

Cloud Kitchen Approval Order in Qatar

The file runs in a set order. The company and activity codes come first, the premises and fit-out next, and the inspections after the kitchen is built.

Approval or registrationWhat it coversIssued by
Commercial RegistrationCompany record with activity 562901 and/or 562903MOCI
Urban PlanningZoning and use of the premisesMinistry of Municipality
Civil DefenceFire safety and industrial ventilationMinistry of Interior

Premises Rules That Decide the Lease

The rules below decide whether a unit can be licensed for food production. Check them before you sign the lease.

PreparationSeparate raw and ready areas
→
CookingVentilation and extraction
→
PackagingClean packing zone
→
DeliverySeparate rider entrance
  • The unit cannot be inside or directly connected to a residential building.
  • Water, electricity and sewage must be on separate networks for the kitchen.
  • The layout must separate preparation, cooking, storage and packaging.
  • Delivery riders need a separate entrance.
  • Ventilation and vehicle access must support the operation.
  • The trade name and CR number must be displayed on the facade.

A unit that fails one rule can fail the approval after the fit-out.

Wathiq Registration for the Kitchen

Wathiq is the MoPH system for food establishment and product registration. The cloud kitchen needs an establishment file before it can register packaged products.

The file needs the CR, establishment card, company stamp and logo, owner QID, and a responsibility letter. Add the trade license, pest control contract, menu, HACCP or food safety plan, risk analysis and process flow diagram.

The full route is in the food registration in Qatar guide. Meem builds the Wathiq file and follows the submission.

What a Cloud Kitchen Costs in Qatar

A cloud kitchen costs less than a dine-in restaurant because it removes the dining room and front-of-house team. The kitchen still carries the full food safety file.

How Delivery Platform Onboarding Works

Talabat, Snoonu and Rafeeq require the company file before a brand goes live. Expect to provide the CR, trade license, MoPH permit, bank account, menu and brand details.

The platform sets the commission per agreement. Build the commission into the menu price before launch. A brand that prices without the commission can lose money on every order.

Platform onboarding is not a substitute for the license. The platform checks the license before it lists the brand.

Shared Kitchen vs Own Fit-Out

A shared kitchen is faster because the host already has the infrastructure. The tenant still needs its own CR, trade license, MoPH approval and Wathiq file. The host approval does not transfer.

An own fit-out gives more control over the menu and the brand. The tenant carries the ventilation, grease trap, power and Civil Defence work. The own fit-out takes longer and costs more.

Choose the route before the lease. The two routes have different cash needs and different approval files. The restaurant license cost guide shows the full dine-in comparison.

HOW WE WORK

A Clear Path From Model to Platform

Cloud kitchen work moves in three stages. Each stage closes a licensing risk before the next one starts.

Model and Activity Check

Confirm own kitchen, shared kitchen, or aggregator-hosted route. Then match activity 562901 or 562903 to the model.

Premises and Approval File

Review the lease, utilities, delivery entrance, ventilation, and the Urban Planning and Civil Defence drawings.

Wathiq and Platform Onboarding

Build the MoPH establishment file. Then prepare the CR, trade license, bank account, and menu for platform registration.

Cloud Kitchen Licence FAQ

The questions below decide whether the kitchen, the license, and the platform move together.

Yes. Cloud kitchen activities are fully open to foreign investment under the 2025 MOCI guide.

Use 562901 for food processing or catering and/or 562903 for restaurant and kitchen management. The code must match the operating model.

No. A cloud kitchen needs a licensed commercial food facility. A home kitchen does not meet the premises rules.

Yes. The unified multi-brand model allows one operator to run several brands from one licensed kitchen. The permit covers the kitchen, not the brand.

No. In a shared kitchen, the tenant still needs its own CR, trade license, MoPH approval, and Wathiq file.

Yes. The cloud kitchen needs a Wathiq establishment file. Packaged products need product registration after the establishment is active.

A shared kitchen can move faster because the infrastructure exists. An own fit-out takes longer because ventilation, utilities, and Civil Defence work must be completed and inspected.

There is no single fee. The lease and fit-out take the largest share. The approval layer is smaller. Use the budget split on this page and replace each line with a quote.
