Approved Verification Services (AVS) is the third Primary Source Verification provider approved by Qatar’s Department of Healthcare Professions (DHP). DHP recorded the approval in Circular No. DHP/2026/36 on 3 September 2026. AVS is now one of three approved routes, alongside DataFlow and QuadraBay.
AVS packages for DHP applicants range from QAR 525 to QAR 1,050, depending on profession and experience. The standard clinical package covers up to two education certificates and one health license.
Meem is an authorised AVS agency in Qatar. It supports healthcare professionals through profile review, package selection, and document check. The team also supports the AVS submission and the DHP licensing handoff.
Key Takeaways
- AVS is DHP-approved as the third PSV provider, alongside DataFlow and QuadraBay.
- Standard clinical packages cost QAR 900 to QAR 1,050. Trainee packages cost QAR 525.
- AVS verifies education, health license and experience records with the issuing source.
- A DHP license still depends on DHP evaluation, exams where required, and the final DHP decision.
- The package must match the DHP profession, the experience route and the documents DHP will assess.
What Is AVS Verification and When Did DHP Approve It?
AVS verification is the Approved Verification Services route for DHP Primary Source Verification in Qatar. AVS has a Doha office and performs Primary Source Verification (PSV) for DHP applicants.
AVS checks education certificates, health licenses and experience records with the university, licensing authority or employer that issued them.
DHP approved AVS as the third PSV provider under Circular No. DHP/2026/36 on 3 September 2026. The DHP Primary Source Verification page lists AVS with DataFlow and QuadraBay.
AVS works from Abdul Jaleel Business Center, 5th Floor, Office 504, Airport Street, Doha. The office is open Sunday to Thursday, 8 am to 4 pm. The DHP helpdesk contact is dhp.helpdesk@avsqatar.com and +974 4464 4490.

| Good Standing certification | QAR 500 | 2 to 3 Good Standing certificates |
| Visiting physician or allied health practitioner | QAR 300 | Health license only |
| Non-medical applicant | QAR 400 | 1 education certificate |
Documents outside the package carry a separate fee. The current add-on charges are:
| Additional document | Fee |
|---|---|
| Additional education certificate | QAR 300 |
| Additional health license | QAR 250 |
| Additional experience certificate | QAR 250 |
| Additional Good Standing certificate | QAR 250 |
| Additional logbook | QAR 250 |
AVS also lists optional services. Express or priority verification costs QAR 400. VIP application assistance costs QAR 100.
The express plus applicant assistance bundle costs QAR 480. Report transfer or re-issuance costs QAR 250.
The package fee does not cover any charge an issuing university, employer or council makes to answer the verification request. AVS states that issuing authorities may request additional documents or fees. AVS DHP Reference Program Guide

Which AVS Package Fits Your DHP Application?
The right AVS package depends on the DHP profession and the experience route. The number of qualifications and employers also matters. The cheapest package is not always the correct package.
AVS Package Fit Checker
Check the likely AVS package for your profile
Answer five questions. The checker gives a planning estimate, not a DHP eligibility decision.

How to Read the Result
Start with the DHP profession, because the profession sets the package family. A physician or dentist uses the QAR 1,050 package. A nurse, pharmacist or allied health practitioner uses the QAR 900 package.
A clinical nurse specialist, nurse practitioner or nurse educator uses the QAR 1,050 package.
Then check the experience route. A trainee with no professional experience uses the QAR 525 package for one education certificate.
The trainee package does not create DHP training eligibility. DHP decides whether the applicant qualifies for a training or work-under-supervision route.
Then count the qualifications and employers in the relevant period. The standard clinical packages cover up to two education certificates. The same packages cover the last five years of experience with up to three employers.
An extra certificate costs QAR 300. An extra experience certificate costs QAR 250.
Examples:
- A nurse with two qualifications and five years of experience across three employers fits the QAR 900 AVS package.
- An allied health practitioner with four employment letters should not automatically verify all four. The right set is the experience DHP needs for the requested scope, within the package limit.
- A physician with three qualifications needs the QAR 1,050 package. The third certificate adds QAR 300.
- A fresh graduate may fit the QAR 525 trainee package. DHP must confirm the training route.
Documents AVS Verifies and How to Prepare Them
AVS verifies the documents DHP requires for the profession. The standard set is the passport, education certificates, the health license and experience certificates.
Good Standing certificates and logbooks are optional components outside the standard package.
| Document | What AVS checks | What to prepare |
|---|---|---|
| Passport | Identity and name spelling | A clear, uncut copy of the passport details page |
| Education certificate | Qualification, institution and award | Degree or diploma, plus transcript where the portal asks for it |
| Health license | Current or relevant professional registration | The license that covers the practice period in the application |
| Experience certificate | Employer, role, dates and full-time status | A letter on official letterhead with signed dates |
| Good Standing certificate | Professional standing and disciplinary record | Required only when DHP or the provider asks for it |
| Logbook | Procedure or case record | Required only for professions or routes that use a logbook |
Prepare the documents in the same order as the AVS portal: passport, personal details, education, health license and experience. Enter each detail exactly as printed on the document.
The AVS application guide tells applicants to check the mandatory fields before moving to the next section.
Common document problems:
- The name on the passport differs from the name on the degree.
- The employment letter uses a trading name that differs from the official employer name.
- The dates on the experience letter do not match the license or registration record.
- The health license does not cover the experience period.
- The university or employer contact details are old or incomplete.
- The scan is cut, dark or unreadable.
AVS may ask for more documents or information during verification. Fixing a name, date or employer mismatch before submission is faster than correcting it after AVS contacts the issuing authority.
How to Apply Through the AVS Portal, Step by Step
The AVS application has five phases. The applicant creates the account and pays AVS. Meem can prepare the file and support the submission.
Email and mobile verification with a one-time passcode.
Qatar, the DHP program and the correct profession.
Match the profession and experience route. Check the fee and service period.
Upload the passport, education, health license and experience records. Complete the mandatory details.
Check each section, download the Letter of Authorization, complete it and upload it. Pay by card, Google Pay or Apple Pay.

If you are unsure which phase your file is in, Meem’s licensing team can review it before you pay AVS.
After payment, AVS starts verification with the issuing sources. The applicant can track the case in the AVS dashboard with the reference number. AVS issues the report and shares it through the applicable authority process.
The Letter of Authorization matters. AVS needs the applicant’s consent to contact universities, employers and licensing authorities. An incomplete or unsigned letter can stop the case before verification starts.
How Long Does AVS Verification Take?
AVS shows a 20-day service period for its DHP packages. The 20 days are not a guaranteed completion date. The actual time depends on source response times from each university, employer or licensing authority.
Express or priority verification costs QAR 400. AVS states that final turnaround time and service conditions are subject to AVS confirmation. The schedule does not publish a separate express target.
Cases can take longer when:
- The university or employer does not answer the first request.
- The document has a name, date or employer mismatch.
- The applicant submits an incomplete experience letter.
- The health license does not cover the experience period.
- The issuing authority asks for an additional document or fee.
- A previous PSV report contains an unresolved discrepancy.
The practical way to reduce delay is to fix the file before submission. A clean file with reachable issuing authorities gives AVS the best chance to finish within the displayed period.
AVS vs DataFlow vs QuadraBay: An Honest Comparison
All three providers are approved by DHP for Primary Source Verification. The differences are the package scope, fee, service period, office presence and the support layer around the application.
DataFlow
Long-standing DHP provider route. Confirm the live package and fee in the DataFlow portal.
Package and fee vary by profession. Confirm the current package, fee and service target in the DataFlow portal.
QuadraBay
Second DHP-approved PSV provider under Circular DHP/2025/20.
Package E: 1 education certificate, last 3 years, up to 3 employers.
AVS
Third DHP-approved PSV provider under Circular DHP/2026/36.
QAR 900: up to 2 education certificates, last 5 years, up to 3 employers.
Sources: DHP Primary Source Verification page; Circular DHP/2025/20; AVS DHP Reference Program Guide. Checked 18 October 2026. DataFlow package and service target vary by profession; confirm the current schedule in the DataFlow portal.
| Provider | DHP status | Standard package reference | Published service period | Presence |
|---|---|---|---|---|
| DataFlow | DHP-listed provider | Check the current DataFlow package and fee | DataFlow publishes its own target | Doha office |
| QuadraBay | Second provider, Circular DHP/2025/20 (2 December 2025) | Package E QAR 900, Package A QAR 1,100 | 20 business days for Standard, 14 business days for Prestige | Online from Dubai |
| AVS | Third provider, Circular DHP/2026/36 (3 September 2026) | Nurse, pharmacist and allied health QAR 900; physician, dentist and clinical nurse specialist QAR 1,050 | 20-day service period shown for the packages | Doha office |
Price is not the whole comparison. The AVS nurse, pharmacist and allied health package covers up to two education certificates and five years of experience.
The QuadraBay Package E covers one education certificate and three years of experience at the same QAR 900 Standard fee. A nurse with two qualifications may therefore get more verified scope from AVS for the same fee.
The AVS physician and dentist package costs QAR 1,050. The QuadraBay Package A costs QAR 1,100 Standard. DataFlow uses its own current package schedule, so compare the exact documents and fee before choosing.
Speed is not settled. AVS displays a 20-day period. QuadraBay publishes 20 business days for Standard and 14 for Prestige.
DataFlow publishes its own target. Actual completion still depends on the issuing authorities.
Presence matters for some applicants. AVS and DataFlow have Doha offices. QuadraBay works online from Dubai. An applicant who needs an in-person document check may prefer a provider with a local office.
There is no universal winner. A clean file with two qualifications and five years of experience may fit AVS well. An applicant who already holds a DataFlow report should review the existing report before starting a new case.
An employer submitting for a group of staff should follow the provider process that the employer already uses.
What AVS Does Not Decide
AVS verifies documents. AVS does not decide whether the applicant is eligible for a DHP license.
DHP decides:
- Whether the qualification matches the requested profession and scope.
- Whether the experience meets the DHP category requirement.
- Whether the applicant needs a qualifying examination.
- Whether the applicant qualifies for a training or work-under-supervision route.
- Whether the AVS report is sufficient for the application.
- Whether DHP issues, renews or refuses the license.
A positive AVS report supports the DHP application. The report does not guarantee a DHP license.
Common Mistakes That Delay AVS Verification
Most AVS delays start before the application is paid. The table below shows the mistake and the fix. The three issues we see most often are name spelling and a health license that does not cover the experience period.
An experience letter that uses a trading name is the third.
| Mistake | Why it delays | Fix |
|---|---|---|
| Choosing the wrong DHP profession | The package and documents do not match the requested scope | Confirm the DHP profession before selecting the AVS package |
| Submitting the wrong qualification | AVS verifies a certificate DHP does not need for the scope | Check the qualification level and specialization against the DHP category |
| Incomplete experience certificate | The employer cannot confirm the role, dates or full-time status | Ask for a letter with the role, dates and full-time status on official letterhead |
| Name spelling differences | The issuing authority cannot match the applicant to the record | Use the passport spelling and add a name-change document where needed |
| Employment date differences | The experience period does not add up | Align the dates across the letters, license and registration record |
| Old university or employer contact details | AVS cannot reach the issuing authority | Provide current contact details for the registrar or HR office |
| Health license does not cover the period | The license cannot support the experience claimed | Submit the license that covers the relevant practice period |
| Poor-quality scans | The document cannot be read or verified | Upload a complete, straight, readable copy |
| Previous PSV discrepancy | The new case repeats the same unresolved issue | Explain and fix the discrepancy before starting a new application |
| Starting AVS before DHP eligibility check | The applicant pays for verification that does not fit the DHP route | Review the DHP category and experience route first |
Already Have a DataFlow or QuadraBay Report?
Do not start a new AVS package automatically. An existing DataFlow or QuadraBay report may still support the DHP application. The position depends on the profession, the verified documents and the current DHP requirements.
Share the existing report with Meem first. Meem checks which documents were verified. Meem also checks whether the report covers the current DHP scope and whether the applicant needs additional verification.
AVS lists report transfer from another vendor at QAR 250. DHP acceptance of a transferred report depends on the current rules for the case. Confirm the DHP position before paying for a transfer.
A second PSV case can add cost and time without improving the application. Review the existing report before starting a new one.
When to Get Help With Your AVS Application
Most applicants can prepare the file themselves. Help is useful when one of these applies:
- Your DHP profession or experience route is unclear.
- You hold more qualifications or employers than the package covers.
- Your documents have name, date, or license mismatches.
- You already hold a DataFlow or QuadraBay report.
Meem is an authorized AVS agency. Meem reviews the profile before payment and prepares the AVS file. See the AVS Qatar verification support service.
Meem does not decide verification outcomes and does not issue the AVS report. AVS verifies with the issuing source, and DHP makes the licensing decision.
Before You Pay AVS: Three Checks
AVS is a DHP-approved PSV provider, but the fee is only one part of the decision. The package must match the DHP profession, the experience route and the documents DHP will assess.
- Is the DHP profession and route confirmed?
- Does the package cover every qualification and employer DHP needs?
- Do you already hold a DataFlow or QuadraBay report?
An unclear answer is a reason to run the package fit checker above before you pay AVS.
Frequently Asked Questions
The answers below cover the approval, fees, documents, timeline and DHP handoff.
Is AVS verification approved by DHP Qatar?
Yes. DHP lists AVS as an approved Primary Source Verification provider. DHP recorded the approval in Circular DHP/2026/36 on 3 September 2026. AVS is the third provider alongside DataFlow and QuadraBay.
How much does AVS verification cost in Qatar?
AVS packages run from QAR 525 to QAR 1,050 for DHP applicants. Trainee packages cost QAR 525. Nurse, pharmacist, allied health and complementary medicine packages cost QAR 900. Physician, dentist and clinical nurse specialist packages cost QAR 1,050. Additional documents cost QAR 250 or QAR 300 each.
Which AVS package is for nurses?
A nurse usually uses the QAR 900 package. The package covers up to two education certificates, one health license and the last five years of experience with up to three employers. A clinical nurse specialist, nurse practitioner or nurse educator uses the QAR 1,050 package. A trainee nurse without experience uses the QAR 525 package.
How long does AVS take?
AVS shows a 20-day service period for its packages. The actual completion depends on how quickly the university, employer or licensing authority responds. The period is not a guaranteed completion date.
Does AVS guarantee DHP approval?
No. AVS verifies credentials with the issuing source. DHP separately assesses the qualification, experience and professional profile for the requested scope. A positive AVS report supports the DHP application but does not guarantee a license.
Can I use AVS for a DHP renewal?
AVS is approved for DHP Primary Source Verification. Whether a renewal needs PSV depends on the DHP requirement for the profession and the renewal. Check the current DHP instruction before starting an AVS case.
Can I transfer a DataFlow report to AVS?
Do not assume a transfer is accepted. AVS lists report transfer from another vendor at QAR 250. DHP decides whether a transferred report is sufficient for the application. Review the existing report with Meem before paying for a transfer.
What documents does AVS verify?
AVS verifies education certificates, the professional or health license and experience certificates. Good Standing certificates and logbooks are optional components outside the standard package.
Is AVS verification faster than DataFlow?
There is no published evidence that AVS is faster for every case. AVS displays a 20-day service period. DataFlow publishes its own target. Actual completion depends on the issuing authorities and the quality of the file.
Can Meem process my AVS verification application?
Meem is an authorized agency for AVS. Meem reviews the profile and selects the package. Meem checks the documents, supports the AVS submission, follows up on queries and supports the DHP evaluation and licensing steps.
