Setup Routes and Fee Planning at a Glance

Different Qatar setup routes use different licensing, premises and fee models. This calculator is designed primarily as a planning tool for a new MOCI mainland company. It uses a published Single Window reference where the current questions are sufficient and marks other charges or routes as case-specific.

Mainland / MOCI

Mainland company-registration and commercial-licensing framework; ownership and approvals depend on the legal form and activities

The calculator estimates government fees from your activity, partners and premises; route-specific charges can be case-specific

Single Window lists about 2 to 3 days for that service; full setup varies

Approved mainland trading, contracting, service and other commercial activities

QFC

Onshore business and financial centre with its own permitted activities, legal/regulatory framework and licensing

Budget underlying company/licensing costs separately from Manateq land, lease and zone-service charges

Project, property and approval dependent

Industrial, manufacturing, logistics, warehousing and qualifying commercial projects

Illustrative Mainland Official Fee Reference

For a new MOCI mainland case, the calculator estimates the total government fees from the details you enter (activity, partners and premises). This is built from the itemised components below, and adds QAR 300 for each additional business activity beyond the first.

This is not a final all-in government-fee total. Qatar Chamber charges vary by legal structure, foreign ownership and capital. Commercial Permit fees, premises approvals, regulated-activity approvals, notarisation/signature steps and other conditional transactions are confirmed separately for the actual case.

What Should You Budget Before Starting?

Build the setup budget in separate layers instead of relying on one flat number:

  1. Authority fees: current MOCI/Single Window, Chamber, Municipality, MOI and regulator charges that apply to the selected transactions.
  2. Professional fees: the agreed scope for company-formation, PRO, document and follow-up support.
  3. Premises and operating costs: rent/workspace, fit-out, utilities, payroll, accounting, insurance and other business expenses.

Meem’s professional fee is quoted separately in the written proposal, so it is never mixed into this government-fee estimate.

1. Legal Structure and Route

Mainland, QFC, QSTP, QFZ, branch and other structures follow different approval and fee models. The correct route should be chosen from the actual activities, customers, ownership and premises requirements.

2. Number and Type of Activities

The selected activities affect the registration fee and can trigger external approvals or sector-specific licensing.

3. Premises and Commercial Permit

Premises and Commercial Permit requirements depend on the activities and location. Some Single Window cases can proceed without a site at the initial CR stage, while operating from premises can require a later Commercial Permit and approvals.

4. Labour and Immigration Needs

Company immigration registrations, work/residence requests and employee-related government charges are separate from the core company-registration reference and depend on the intended staffing model.

5. Professional Support

Company-formation and PRO providers charge for the agreed preparation, coordination and follow-up scope. These professional fees should be shown separately from authority charges.

Current Single Window Fee Components for Mainland Setup

Mainland establishment fees are not one universal bundle. Qatar Single Window determines the applicable transactions and approvals from the legal structure, activities, capital, ownership and location.

How the Meem Business Setup Cost Calculator Works

Use it as a planning and qualification tool, not as an official government quotation.

  1. You answer a few questions about the purpose, activities, ownership structure, premises and visa needs.
  2. For a new MOCI mainland case, the result uses Qatar Single Window’s published approximate Start Your Business reference and the published extra-activity fee. QFC, QSTP/other specialised routes and expansion cases are shown as case-specific because their fee structures differ.
  3. You can send the result to our team via WhatsApp. We then confirm the current authority transactions that apply to your case and provide a written proposal separating government fees, Meem professional fees and any optional or third-party costs.

NOTE

Qatar’s Single Window Business Setup Advisor provides a non-binding official advisory on expected requirements, fees, documents and indicative timeframes. The Meem calculator is a separate planning tool; authority portals remain the source of the payable government amount.

Business Setup Package: What Meem Coordinates

Meem’s professional package is separate from the authority fee reference. Depending on the agreed scope, support can include:

Formation Support

Optional / Ongoing Support

Trade-name and CR coordination

Translation and foreign-document authentication coordination

Company-document preparation and authority follow-up

Bank-account opening coordination

Qatar Chamber coordination where applicable

Ongoing PRO and compliance support

Company immigration/establishment registration support where included

Employee visa/residence process support

Commercial Permit coordination where included

Renewal and amendment support

Meem's professional fee is quoted separately in the written proposal and depends on the selected activities, approvals, premises, immigration needs and agreed service scope.

Government Fees vs Service Fees vs Operating Costs

For planning purposes, separate the budget into three layers:

Layer 1: Authority Fees

These are payments to the relevant government or statutory bodies. The applicable charges depend on the transaction, legal structure, activities, ownership, capital, premises and approvals. This calculator provides an official reference for the components it can calculate from the information collected; it is not a complete government-fee quotation.

Layer 2: Professional Service and PRO Fees

These are provider fees for agreed document preparation, application coordination and follow-up. Meem separates professional fees from authority charges in the written proposal.

Layer 3: Premises and Operating Costs

These sit outside the incorporation fee itself and can include rent or workspace, utilities, fit-out, accounting, payroll, insurance and ongoing compliance. Obtain current quotes based on the actual premises, staffing model and service scope.

Ongoing Company Costs After Formation

Ongoing costs vary too much by premises, staffing, activity and service model to use one reliable monthly range for every mainland company. Build the operating budget from the actual recurring obligations instead.

Cost Item

How to Budget

Commercial Registration renewal

Renewal cycle

Use the current MOCI / Single Window tariff for the company and activities

Commercial Permit / premises approvals

As applicable

Confirm the current Municipality / authority requirement for the licensed premises and activities

Qatar Chamber

As applicable to the entity

Use the current Chamber charge for the legal structure, ownership and capital

Office or workspace

Monthly / contract term

Obtain a current quote for the actual location, area and approved use

PRO / administrative support

Retainer or per transaction

Use the agreed provider package or transaction quote

Accounting, payroll and WPS support

Monthly / periodic

Quote based on staff count, transaction volume and reporting scope

Employee immigration and residence services

Per request / renewal

Use the current MOI / Ministry of Labour tariff and the employee’s case

Sector-specific licences and compliance

For a useful monthly operating budget, add the actual premises quote, staff/payroll cost, outsourced-service scope and the renewal calendar for your company instead of relying on a generic solo-operator or team-size estimate.

Employer Change / Sponsorship Transfer in Qatar

Changing an employee’s employer or moving an existing residence/work relationship to a new company is a separate employment and immigration process from company formation. The applicable steps, approvals, fees and prerequisites depend on the employee’s status, the old and new employer records and the current Ministry of Labour / Ministry of Interior requirements.

Current planning points:

  • The Ministry of Interior provides an Employer Transfer Application Form through the General Directorate of Passports and a Change Employer Application Enquiry service for tracking applicable requests.
  • MOI currently uses the Metrash name for its app/services. Do not rely on an old “Metrash2 + Hukoomi” sequence as a universal workflow.
  • An employer-change request is different from applying for a new entry visa; the correct route depends on the worker’s existing Qatar status and the transaction being requested.
  • There is no universal processing-time figure on the current MOI employer-change enquiry/form pages. Timing depends on the case, approvals and readiness of the relevant employer/employee records.
  • For a newly established company, confirm that the company’s required labour/immigration registrations and authorisations are active for the intended transaction before starting the transfer.

NEED HELP?

Our PRO team can review the current employer-change route, required company/employee records and applicable government transactions, then coordinate the agreed administrative steps. Final approvals and processing remain with the competent authorities.

Hidden Costs in Qatar Company Formation: What Agencies Do Not Always Tell You

Even a transparent agency can leave out costs that are easy to overlook. Here are the extras that frequently catch business owners off guard:

  • Arabic translation: some filings require Arabic or an accredited/certified translation of specific foreign-language documents. Confirm the receiving authority and document type before ordering translation.
  • Authentication of foreign-issued documents: MOCI requires due certification for specific foreign-company documents, but the exact authentication chain depends on the document, legal form and filing route. Confirm the current requirement before paying for embassy/MOFA or other certification steps.
  • Notary fees: some document types require notarisation at the Qatari notary, which carries its own fee per page.
  • Reapplication or change fees: if your activity description needs to be amended, or if there is an error in the CR articles, change requests carry additional government fees.
  • Sector-specific inspection fees: certain activities (healthcare, food, education) require inspections before the Commercial Permit is issued, and these carry additional charges.
  • Signage approval: if your premises have external signage, Baladiya requires a separate sign approval, which is often forgotten in initial budgets.

CR, Commercial Permit and Ongoing Renewal Costs in Qatar

After establishment, keep each registration, permit and sector approval current according to its own validity period and renewal requirements. Qatar Single Window currently allows Commercial Registration and Commercial Permit renewals for periods from one to five years.

  • Commercial Registration (CR): renew before expiry and use the current MOCI / Single Window fee and approval requirements for the company and activities.
  • Commercial Permit (CP): renew when applicable to the licensed premises/activities. Additional approvals or inspections depend on the activity and renewal conditions; they are not identical for every company.
  • Qatar Chamber: budget membership or renewal charges where they apply to the entity and use the current Chamber/Single Window amount for the legal structure, ownership and capital.
  • Sector-specific licences: regulated activities can have their own renewal cycle, documentation, inspection/approval steps and fees.
  • Labour and immigration records: employee/company documents and permits should be renewed according to their individual validity and the current MOI / Ministry of Labour requirements.

What Is the Difference Between LLC and WLL Formation Costs in Qatar?

In Qatar's commercial law context, LLC (Limited Liability Company) and WLL (With Limited Liability) are effectively the same entity type: both refer to the standard limited liability structure that most businesses use on the mainland. The terms are used interchangeably and both follow the same registration steps and government fees.

Any cost difference between them comes from:

  • Number of partners: more partners means more signing fees and potentially more complex articles.
  • Type and number of activities: each additional activity adds to the approval and fee calculation.
  • Sector approvals: some activities require prior ministry clearance before CR can be issued, which adds time and cost regardless of whether you call it an LLC or WLL.

Share Capital Requirements for Company Formation in Qatar

Do not use the old QAR 200,000 figure as a general LLC rule. MOCI’s current company FAQs state that there is no general minimum capital requirement for an LLC, while the current Single Window Start Your Business service page lists a QAR 1,000 minimum for “other types of companies” in its transaction criteria. Special legal forms and regulated activities can have their own capital requirements.

For planning purposes, confirm the capital value required by the current portal, legal form and activity at the time of filing. Banks can also apply their own account-opening and source-of-funds checks independently of the incorporation rule.

How Does Qatar Company Formation Cost Compare to Other GCC Countries in 2026?

Qatar sits in a broadly comparable range to other major Gulf markets, UAE and Saudi Arabia, in particular for similar activity types and structures. Some general observations for 2026:

  • UAE (mainland): Setup costs are broadly similar for trading and contracting companies. The UAE has a more developed free zone ecosystem with a wider variety of cost tiers.
  • Saudi Arabia (KSA): MISA-registered companies have seen significant cost reductions in recent years as part of Vision 2030. For large-scale investments, KSA may offer incentives not available in Qatar.
  • Bahrain: Generally lower setup costs but a smaller domestic market and banking ecosystem.
  • Kuwait and Oman: More restrictions on foreign ownership in certain sectors; costs broadly comparable.

Where Qatar stands out is in the stability of its regulatory environment, the quality of its infrastructure, a generally 10% income-tax rate on taxable income, subject to ownership, source and statutory exemptions; oil and petrochemical activities can face higher rates, and strong government support for strategic sectors. Use our calculator as your starting baseline, then speak to our team for a GCC-level comparison if you are weighing multiple jurisdictions.

Qatar Free Zone Company Formation Cost

Free zones in Qatar run their own licensing and fee models, so a free zone setup is budgeted separately from the mainland calculator above. The two routes most international founders compare are the Qatar Financial Centre (QFC) and the Qatar Free Zones Authority (QFZ). Each publishes its own application, licence, premises and annual fees, and the total depends on the activity, entity type, office or flexi-desk requirement and the number of visas.

What drives free zone cost

  • Licence type and permitted activities, since regulated activities need extra approvals.
  • Registered office or physical premises, including flexi-desk, serviced office or warehouse options.
  • Entity structure, share capital and the number of shareholders.
  • Visa allocation and employee sponsorship.
  • Annual renewal and compliance fees for the licence, premises and registrations.

Because these figures change and are issued case by case, use the mainland calculator for a mainland planning estimate and request a current QFC or QFZ quote for a free zone route. The team prepares a written breakdown that separates authority fees, the professional fee and any optional or third-party costs.

Free zone or mainland

Choose a free zone when you need full foreign ownership, a specific free zone licence or a base inside a dedicated business park. Choose mainland when you want to trade directly in the local market and hold commercial licences from the Ministry of Commerce and Industry. The right answer depends on your customers, activities, ownership plan and premises, so confirm it before you commit to a route.

Frequently Asked Questions: Qatar Business Setup Cost 2026

Is the Meem calculator an official government tool?

Qatar Single Window provides a free, non-binding Business Setup Advisor with indicative requirements, fees, documents and timeframes. It does not replace formal authority assessment or capture every possible third-party and operating cost.

The Meem calculator complements that official advisory with a scenario-based planning estimate. Confirm current authority fees, documents and approval requirements before filing.

Can I get a full written breakdown of legal, government, and professional fees?

Yes, that is exactly what our proposal process is designed to deliver. You start with the calculator to get the government fee layer, then our team produces a written proposal that separates government fees, Meem's professional fees, and any optional extras (translations, attestations, express handling) as individual line items.

How long does it take to form a company in Qatar?

For mainland establishment, Qatar Single Window currently lists an approximate 2 to 3 day cycle for its Start Your Business service. This is a service-level estimate, not a guaranteed end-to-end company-launch timeline.

Total setup time depends on the legal form, activities, document readiness, premises, sector approvals and the selected jurisdiction. QFC, QFZ, QSTP and other specialised routes follow their own application and onboarding processes.

Do I need a local Qatari partner or sponsor?

In many sectors, 100% foreign ownership is now permitted on the mainland under Qatar's updated Investment Law. You do not automatically need a local partner or sponsor.

However, some specific activities and sectors still require a Qatari partner or agent. Our team will advise on the ownership structure available for your specific activity during the initial consultation.

Are there hidden fees I should watch out for?

There can be additional costs if the estimate does not account for document translation, attestation, sector-specific inspections, signage approvals, or reapplication fees.

At Meem, we flag these as separate items in your proposal so nothing is bundled or hidden. The FAQ section above covers the most commonly overlooked extras in detail.

What happens if I need to change my activity after registration?

Activity changes are possible after CR issuance and can involve an amendment fee or additional approvals depending on the new activity. Reviewing the activity selection before registration can reduce avoidable amendment work later, but the exact cost and timing depend on the change requested.

Our team reviews the proposed activity choice before submission for this reason.

How much does it cost to start a business in Qatar?

The cost to start a business in Qatar depends on the legal route, whether you need premises, the activities you register and the licences your sector requires. The mainland government fees can be estimated with the calculator above, while free zone, regulated and sector-specific routes are quoted case by case.

Budget in three layers: authority fees, professional support, and the operating costs of premises, staffing and compliance. Ask for a written breakdown so each layer is clear.

What are the total costs to form a company in Qatar including everything?

There is no reliable universal “all-in” cost for every mainland company. Current government fees depend on the applicable authority transactions, legal structure, ownership, activities, capital, premises and approvals. Meem’s professional fee is provided separately; the proposal identifies authority fees, Meem professional fees and optional/third-party costs as individual line items.
