Can You Sell on Etsy From Qatar?
Do not build the business plan around Etsy without checking current seller-country eligibility. Qatar is not currently listed as an Etsy Payments country.
Etsy states that in most markets where Etsy Payments is unavailable, new shops cannot currently be opened. This is a platform restriction, not a Qatar licensing rule.

Is TikTok Shop Available in Qatar?
